The American Recovery and Reinvestment Act (ARRA) has been signed into law by President Obama in February 2009 to provide stimulus funds to spur economic activity, create and retain jobs, and promote long-term economic prosperity. Although the majority of ARRA funding is non-discretionary and is being allocated through existing programs and services, there is additional funding through competitive grants.
